Discourse (web interface) supports flagging posts for the attention of moderators. This is done privately to avoid personal criticism in return for flagging.
Ad-hominem attacks for example, or any inappropriate behaviour can be flagged. Then we can deal with it more formally by issuing warnings, up to formal warnings, and if the user continues to cause problems then suspension and so on.
